neverending steam woes

So background info-- I am using Wine .9.33 and have read many many...many steam/wine threads, and have referenced linux-gamers.net howto.

I installed Steam using the msi and ran into the 26% error.  I used the suggestion in the HOWTO of quot;SelfUpdatequot; and the Steam update began again, and the 26% error occurred again.  I have not come across any other suggestion for fixing the problem, so I dont know what to do.

I tried uninstalling steam using the wine uninstaller, thinking that a fresh install of steam would work.  The uninstall seemed to go OK, but Steam was still under the list of wine applications after the removal.  An error results when trying to remove steam again.

SO, what is the solution to my recursive 26% problem, and why cant i remove steam completly??  Thanks.

[EDIT]: Upon the second install of Steam, I have the option to quot;Repairquot; or quot;Uninstall,quot; which shows that Steam was not cleanly uninstalled.
