my power supply is making sounds. My friend said it was the capacitor. Could that capcitor frie my system? Its wierd though it only makes the sound when i do something like during when i first turn my computer on or play a game
Any noise from a switched-mode power supply is not good news.
Unfortunately, switch mode supplies can be really nasty, if they fail, putting high voltages on supply rails that should have low voltages, etc.
I suggest that you get your PC to a reputible repair centre and have the power supply checked out. They usually just replace them.
It would be unwise to continue use of your PC until this has been done.

when the computer is idle its not making any noise. Could chipsets be making sounds. It is a buzzing sound
Well, when idle the power supply is not under a great deal of load, so it may still be the PS. I would get it checked ASAP. I blew a power supply (blew the cap right off the board internally) and it took out my motherboard.

I had one of the big caps in a power supply explode and it was so loud my wife thought I committed suicide or shot a gun in the house. What a mess inside the power supply. The funny part was the computer still ran, but had such low power it couldn't even reboot (before I realized what happened).
