Ok, I have done multiple searches and can't seem to find how to install the splash screen manager. I know there is a gui, but I can't seem to find the code for it.
Please tell me if I'm being unclear.

Splash screen manager? What does it do? Do you want to turn your splash screen off or change it?

That'd be great for a custom bootsplash for my arcade machine.
It's to change it. i've seen it before on another ubuntu machine that was running 7.04. It was under the administrative options.
Do you mean the login graphic, etc.?
If so, System/Administration/Login Window. Select the Local tab.
