DVD encoder in Linux ?

Using Kubuntu v7.04 and pleased with it.
I have a Canon Elura 100 MiniDV camcorder.

Is it possible in the Linux world to:
1. capture video from the mini tapes (I do this in XP and resulting video is AVI with Windows Movie Maker)

2. I heard about Kino to capture the video from the camcorder. Will this capture as DVI, if not what format?

3. once video is captured, I need an encoder to convert to MPEG-2 format so I can burn DVD and play with conventional DVD Player.

4. once in MPEG-2 format, what program is available and good to burn to DVD ?
Is this all possible, how ?

Please feedback....!!!

I was distracted - my Two-Lane Blacktop DVD finally arrived after 6 months on order!
I don't use it myself but you can read about what kino can do here.
I believe that kino can export to mpeg.  Otherwise avidemux or, if you can cope with the command line, ffmpeg or mencoder will do all sorts of format conversions.
For DVD authoring I use KDE DVDAuthoring Wizard or tovid, as the mood takes me, but neither are in the  repositories.  Perhaps you could try out devede.
